This reaches far back in history, Pogroms and minor harassment of Jews were justified by lies of this sort , pronounced by experts and authority figures. There is no pointing out that evidence is lacking , there is no disproof, the word of the authority is just taken.

As to how to measure credibility, if it is believed , then the believer finds it credible ,even if the pronouncer of the lie knows better himself.

This is a usefull lie , it is very old but may never die.
