This makes me think that the tax on cigarettes needs to be a low tax, too low to support a black market.

The State of New York shares responsibility here.

The police must enforce the law, so the legislature should seriously try to make the law worthy of this pain of enforcement.

Individual cigarettes sold by some guy on the street are nothing that the people need to be protected from or defended against.  They should concentrate their efforts on the guys that bring truckloads of cartons of cigarettes from North Carolina.

The cop was clearly to blame for murdering Garner. There is certainly enough evidence for a trial. The Grand Jury sucked mightily on this.

Murder requires an intention to kill.  There's no evidence of this....unless you're privvy to evidence none of us are aware of.  Do share.

Of course.  No one can actually MURDER some Black guy.

When someone says "I can't breathe", there is no reason whatever to stop choking him. It is clear that he is lying. They all lie.

Of course.  No one can actually MURDER some Black guy.

Why the knee jerk deflection, topped with racism??  Who the hell ever said a Black person couldn't be murdered??  You really are a piece of work.  I can only imagine, that quiver that normally would contain objective facts and ability to refute points being made has nothing but deflections.  Every arrow made out of straw(men)

When someone says "I can't breathe", there is no reason whatever to stop choking him. It is clear that he is lying. They all lie.

And still spewing racist crap, we see.   >:(    Do you realize that when a person can't breathe....THEY CAN'T SPEAK?  In other words, they can't say anything, like "I can't breathe"  That's a physical impossiblity.  I'm not defending what the officer did, I'm simply presenting you with facts.  What's to say, that this massively BIG fella (race having absolutely squat to do with any of this), who was already resisting arrest, just wanted the officers to let him up, so he could resist in a more favorable position for himself?

What happened was tragic, and the officer may have exceeded protocol for taking down a suspect resisting arrest.  I wasn't there.  The Grand Jury saw the evidence and also came to the conclusion that no criminal act by the officer was observed.  Which all references exactly the point I was making before....that had Garner complied with the officer, right from the beginning, he'd be alive, right now, still selling more illegal cigaretters to underage children.  The point being, there's not a shred of evidence that demonstrates an intent to kill, much less racially motivated

When you cannot breathe, that means you cannot inhale. When you speak, you exhale. Or at least that is the way it works with most homo sapiens.

Black people cannot be MURDERED in the bizarro world of sirs because they are all guilty of something, maybe just liking Al Sharpton. They can be killed, but not murdered. as sirs said earlier, this guy was not murdered. He clearly had it coming. It was an accident. He had asthma and a palpitation of the  angina or prorogation of the gizzard.

And still with the ignorant racist rhetoric....based on nothing more than hatred.  More projection apparently.  I really do feel sorry for you

I have been in a "choke" hold , and I was unable to complain.

Can't argue with one thing though, he did die, that is proof of sincerity.

Possibly he was fragile, which makes a difference if the police used techniques that a reasonable policeman would use not expecting harm to result.

Watching the video it is clear that the initial grab on the neck was not applying much pressure against the throat, but in the course of the struggle it is impossible to keep this in view and know for certain that it was always a "headlock" and never a "sleeper" or "choke" hold.

Even having the event on video doesn't get entirely rid of doubt, headlocks are allowed , and chokeholds are legal but officially discouraged.

Forbidding this sort of arrest isn't going to happen, there is no milder means for taking someone into custody than this.

The mayor of New York is making political hay with charges of racism, shame on him.

The rate at which New Yorkers suffer homicide has been reduced in recent years by dint of good decisions at city hall and a lot of police energy.

The rate at which black New Yorkers are killed benefited the most, there are fewer of them killed by the police also.

No thanks coming from the street or city hall apparently.

If the mayor defangs and demoralizes his police force, is the likely result less death , or more?
