Military ammunition is color coded, blue is for target practice, white for incendiary.

Green tip has some steel components, so with less lead , perhaps you could say it was more environmentally friendly.

    We used to call this stuff " AP" but apparently this is out of fashion.

  Here is what we will do.
   First we will make a mostly steel bullet and require it wherever lead should not be introduced into the environment(everywhere).
    Next we forbid the use of steel containing ammunition , wherever it might be used to shoot policemen, (everywhere).

    This is a lovely catch 22 only half built.

   Here we are , proposing a bill that would make any round that is legal to hunt deer with, illegal to buy.

    Bullets with insufficient power to kill a deer cleanly is already illegal to hunt deer with.

   Representative Israel is proposing to make anything that is energetic enough to pierce the lightest grade of body armor illegal to buy.
    This is a 100% overlap.
