There is no way that all ripoffs can be prevented. No matter who is president, there will be abuses. But the billionaire with the Cayman Island accounts will cost the government many times what the Beemer driver will.
And a basic cell telephone and a year of service probably cost the government under $200. You deduct the interest on a $200,000 house from your income taxes,and you will cost the government many times that.

You really think that if the Government taxes its citizens 99%, that all that money then "belongs to the Government"?? And yet, in the very same breath, home onwers, who worked their butts off to own a home, that when they apply for any deductions on interest, that's somehow robbing the Government?? The people in that scenario, ALREADY PAYED THEIR INCOME TAXES AND MORTGAGE PAYMENTS. They're not getting anything "free" from the tax payers. THAT's the difference in the 2 scenarios, the one you defend vs the one you villify.
Again, somehow the person who's been successful is the one that should be punished, by having to pay even higher taxes or receive less of their money back in deductions, so the Government can give more of that to others, without them having to do anything for it in return, outside of being perpetually poor and/or demonstrate consistently bad judgement in their decision making process. Now its some right to have a phone??
