If you are selling an art or literature product online, you are responsible to inform the jurisdiction of the buyer and collect / deliver the VAT.
This is the recent law in Europe.
Now asking the buyer where he is early in the process is important to anyone selling on the internet , and if you are a small maker or supplier can you really cope with this?

My guess that this will be hard to enforce, and many will simply not pay.
