To me the headline is

  Dr. Ben Carson spends least, yet comes in ahead of three Governors and a Senator.

   Carson is getting better bang for his buck.

   Oh and Donald Trump will also be there, paying about a million dollars for each word he gets to say there.

Bummers...was really hoping Carly would make the top 10.  She'd shakes things up FAR more than Trump...and it'd be both credible and better aimed
