From the crime bill to welfare reform, policies Bill Clinton enacted,and Hillary Clinton supported decimated black America.

Note the word
"decimated".

Perhaps the word "impoverished" might make some sense, but Clinton had nothing to do wit impoverishing Black people, nor did Obama.

Oh you are referring to the rates of incarceration?

Decimated might be too small a word.

But just because incarceration of black man rose sharply in that era does not necessarily mean malice to the race, perhaps earlier administrations were just more lax .

I know this. This was also a punishment applied to soldiers when the offence was egregious.

Seems wasteful.

If "decimate" is the wrong proportion, what is the right word for doubling the  number in lockup?

Isn't it still more than 10%?

Decimate does not refer to incarceration. It refers to killing.

Most crimes are dealt with by the states and municipalities, not the federal government. No president has any power to enact or rescind mandatory incarcerations. Blaming Obama for locking up people is a bogus charge.

And he certainly is not executing one out of ten.

   Decimate does not require the killing, it can also mean reduction by 10% of other means.

   So that even inanimate things can be decimated.

   I will grant you that the more drastic meaning is implied, but decimation by incarceration isn't against the rules in English.

   Rather, the modern common use of the word is often much more serious than the 10% precisely that a Roman military commander would have meant.

Black lives matter .

Perhaps it is good to lock a lot of them up , but this might be hard to sell to the voters.

Does the Clinton legacy deserve a friendly editor?   Or should the truth be served whole?

  So it is definitely the wrong word for the act of locking up a great number of men and thereby reducing a community by 20% or so?

     I shall search up a better term.
