The US made a nice profit from the Gulf War. he got the Japanese, the Kuwaitis, the Saudis and others to pay for it.
He certainly did not have any great vision of how it would eventually turn out.

Just like Brzezinski recruiting Saudis to proselytize Wahhabism to the Afghans ot the CIA and MI6 overthrowing Mossadeagh in Iran the replace him with the nasty little Shah. The US also decided to return Indochina as a colony to the French, and to replace an elected government in Guatemala with a tinpot dictator named Castillo Armas.

All these dirty tricks resulted in huge blowback. So did the messing with Saddam in Iraq.
