Every president must project optimism to the citizens, because is she does not, it will cause a lot of people to despair and panic.
Jimmy Carter was entirely correct about there being a national malaise, but it was not at all the proper thing to say. Especially for the large number of people who had no idea what a "malaise" was. It made them feel ignorant and a lot of them lacked a dictionary in which to look it up.
