Is it good to have the maximum number of people feel that they matter and are involved?

Is it good to have all the most ignorant and apathetic exert their influence ?

Sure a high turnout is expensive and inconvenient and prone to elect the least common denominator, but it is good for the democracy overall. The people get used to exercise of the franchise and feel more involved , more invested more motivated to understand the issues and evaluate the service of the elected.

Cities with big populations ought to be prepared for full turnout, when there is less than expected this causes waste, but when turnout is a lot higher than anticipated the waste of people standing in line for extended waits is a much greater waste. There ought to be a penalty placed on a municipality entity responsible for excessive wait in these lines.

What if the State or county were assessed minimum wage to pay to everyone that had a longer than three hour wait?

Trump loves the uneducated, so all he needed to do is to give then simplistic nonsense to get them all riled up.
If we have a one citizen, one vote system, the ignorant will always play an important role. We are stuck with them.  Changing this would be even more difficult than secession.
