They give good value to the tourists and the tourists pay for the accommodation.  No different than the hospitality industry in Florida or NYC, except that the last time we visited Cuba, the workers owned the hotel.

In Florida that is called a "Bed and Breakfast", but it s not forbidden that a large hotel be owned by its own employees , it just becomes less likely as te scale increases.

If ou wanted to own a hotel in Ft. Lautrdale you could , could you in Havana?

Yes, if I wanted to share ownership with my fellow workers in the hotel and they wanted to share it with me.  We could form a cooperative and buy the hotel from the state.  They'd help us to become owners.

At least, that's the way it was when we last visited.
