That's a good question.  I don't know the answer.   Has anyone developed any process other than combustion to release the energy in oil?  Is anyone working on it?  Theoretically, I don't see why it wouldn't be possible.

BTW anyone know the current futures market price for whale oil?

If not burnt for fuel , oil is still good for the production of fertilizer , plastic , lubricant , etc.....

A number of years. Process? Depends on what you're looking for. One example is the reformers that strip hydrogen out of petroleum products to feed into fuel cells. There are others.
