Not all Paypal account holders. Just those who use accounts in other countries to pay for stuff in the US.

i love PayPaL
i look for, and prefer on-line vendors that accept PayPaL
not sure why it has not exploded more than it has
PayPaL allows you to not need to set up an account (waste valuable time) with each on-line vendor

trust
I don`t use paypal because I don`t trust it enough to not get hacked and spend all my money.
we live in paranoid times
ID thief is a valid fear
true it`s been awhile since we hear of banks getting hack and private records are accessed.
but not all bussiness is that willing to go the extra mile for safety .
and also what`s easy for you is not easy for others
ex. after all this time I still have to teach cut & paste to people.
computers are truely quite hard to use for the beginner .
it doesn`t help that the manuel is doesn`t say much on use

Paypal is as secure as your bank. If you use it with a credit card, you have built-in protection (your money will be refunded if it was used fraudulently). If you use it with a bank account, your bank can reverse all the transactions that were fraudulent.

So, tell me, how do you prevent that person who handles your credit card at your local restaurant or clothes shop from stealing the number? How do you prevent the person you mail a check to from looking at the numbers at the bottom of the check? 'Cause that would be exactly what they would get if they hacked Paypal.

I have heard that ID theft is a bigger problem for people with Chinese surnames, because there aren't all that many, only about 125 in all. The Chinese use the term "Old hundred names". Plus, there seem to be more hackers that are drawn to ID theft of Chinese-surnamed people.

I recall that the old Baba Wawa show sent several people off to show how easy it was to do ID theft. They sent a Chinese couple with a credit card that had "Simon Goldberg" as the name of the cardholder, and they visited several stores in ritzy Bal Harbour and charged over $7,000 in jewelery and luxury stuff. They visited the store the next day and showed their tape to the manager. They waited several; days and then they set a couple of Black guys with a card with the surname Liu, and they ran up another $7000 in the same store.

One might think that a cashier might ask for more ID of a Chinese Goldberg, or a Black Liu, but they didn't.

They always ask everyone for a driver's license at the local Wal*Marts here, though.

I know it`s just as secure but it`s common mistrust of computer that old folks like me have.
it don`t help I that used to hang out with grifters.
so I`m always paranoid.

I had no Idea my people are bigger targets to ID theft.
Makes sense though we`ve always been target to scam artist and such
in any chinese community people would rather get robbed than go to the police
so were always target to scam artist
 mine name is trickier since it`s also a scotish name-gee

don`t forget as a rule most cashiers don`t like confrontation ,very few will want to deal with somebody with a stolen card
I was a cashier and just asking for ID gets me serious lip.
so most people will not do race with card.

Most of the credit card processors have standard contracts that forbid asking for ID, or limit the form of ID to a driver's license. It's the responsibility of the credit card company to track and prosecute theft, not the responsibility of the store. And that's the way credit cards are advertised.

I hate it and won't use it as it makes me check my checking account for that dang itsely bitsey deposit periodically. Trouble!

How does requiring report of the theft of your information as soon as you find out about it fall under "shifting blame to card owners"? After all, they can't investigate unless someone tells them that the card (or the number) has been stolen. As long as you report it in a timely manner, all charges (except the first $50) will be credited - even those that happened before you knew your card was missing. And most card companies will even waive that $50 deductible, unless it happens to you a few times.

Does the police have a responsibility to show up at your house after you've been burglarized but before you had a chance to report it? Are they supposed to read minds?

I meant that for those who found out it`s missing much later on are out of money they didn`t use
meaning a guy in san diego will still be responsible for the purchase of a snow blower in montana when he never left the state
