I maybe totally wrong but change the policies on certain drug coverage(with exception of course) as a 1st step
ex. viagra??

Uncle Sam will not help anyone get it up. You will have to inspire Li'l Kimba all by yourself if you need to. :D

This is perhaps why it isn't on the list today...
