Is there an exception for deafness?
If you speak ASL, it makes no difference whether you relate the signs to English words, Spanish words or Choctaw words.
I do not think we admit unskilled deaf people into the US labor force. Perhaps we admit deaf spouses or children.
I see no problem with requiring basic English fluency of immigrants. There are a lot of people here in Miami that see no need to learn English, though.
Still there are five times or more Spanish speakers taking ESL classes than English speakers taking Spanish classes, and the majority is clearly Spanish-speaking.
