Iraqi Col. Monam Hashim Fahed, the battalion commander of 2nd Battalion, 4th Brigade, 1st Iraqi Army Division, assumes control of security at the Abu Ghraib prison from U.S. Army Lt. Col. Stephen Quinn, the battalion commander of 3rd Battalion, 321st Field Artillery Regiment. Several hours later, two representatives from the Iraqi Ministry of Justice received the keys to the prison from Army Maj. Gen. Jack Gardner, the commanding general of Task Force 134 and overseer of detainee operations in Iraq. The prison is now officially an Iraqi facility. Photo courtesy of USMC.mil.

I presume anyone sent there would be terrified. I'm wondering if Saddam used the place to rehabilitate criminals?

I did some research and found that under the Americans brutal unspeakable torture happened in that hell hole.
