Roosevelt did explain on the radio what the causes of the Wall Street Crash of 1929 were during and after the 1932 election, so he was a few years off. The point he was trying to make was a valid one. A good leader understands what has happened and tries to educate the public about it.
Hoover thought it was a lack of trust and that the government had no business trying to rectify the constant swings in the market. No one wanted to hear that, or to vote for a president who vowed to do nothing on principle, and he rightfully went down in smoke and flames, and the country wisely rejected every Republican president from 1932 to 1952.
