The issue here is on what occasions the US needs to assume that role.

Not in the case of a conflict between Russia and Georgia or some other ex-Soviet Republic.

Not in the case of Iran and Israel, Sri Lanka and the Tamil Tigers, China and Tibet, or Kashmir.

The important thing is never to get into a battle where victory is not certain, or where withdrawal will take over a year.

The US would be wise to stay out of African civil wars, but it could instead fund some other country, like the RSA or Botswana to intervene in a situation like Rwanda, since it could be resolved within a year.
