The FBI struck down a ring of criminals that was spamming up a storm, they discovered that the crooks had thousands of suborned computers running on their own servers but the owners of these computers were unaware, shutting down the operation outright would have disrupted internet service for all of these unwitting victims.
So as a temporary fix the FBI is continu eing to run the servers, they have a way to check whether you are one of the hacked computer owners in this particular scam.
