Title: When War becomes literally continuous

"When war becomes literally continuous, it also ceases to be dangerous. When war is continuous there is no such thing as military necessity. Technical progress can cease and the most palpable facts can be denied or disregarded."




Wouldn't the history of tecnical progress during wartime prove this statement untrue?

To answer your question, has continuous war taken place?

Well, I am not sure those involved in the Hundred Year War would concur.

Besdies, peace is attained and maintained by strength, strength you hopefully never, ever have to use. As a nation state, be so strong and predictable, no one will challenge you. In this way, war is not only non-continouous but not an issue. And, if it unfortunatley is, it is brief affair.
