There are a lot of things that make the best environmental decision also the best economic decision.

It is when these things point in opposite directions that we have problems.

So have we really quit building new coal fired plants?

I do not know. If they are still building them, they are unlikely to publicize it. At most they would say "We are building a state of the art high tech, low emissions, clean carbon facility."

They would make it less polluting than the oldest coal plants and claim that it was a great improvement.
