Investigator: Herman Cain innocent of sexual advances

ATLANTA (CBS ATLANTA) - Private investigator TJ Ward said presidential hopeful Herman Cain was not lying at a news conference on Tuesday in Phoenix.

Cain denied making any sexual actions towards Sharon Bialek and vowed to take a polygraph test if necessary to prove his innocence.

Cain has not taken a polygraph but Ward said he does have software that does something better.

Ward said the $15,000 software can detect lies in people's voices.

CBS Atlanta's Mike Paluska played Cain's speech for Ward into the software and watched as it analyzed Cain's every word. 

If he is hiding something this thing would have spiked way down here," said Ward.  "He is being truthful, totally truthful.  He is a man with integrity and he talked directly about not knowing any incident he is accused of."

The software analyzes the stress level and other factors in your voice.  During the speech, when Cain denied the claims, the lie detector read "low risk."  According to Ward, that means Cain is telling the truth. 

During the section of Bialek's news conference where she says, "He suddenly reached over put his hand on my leg under my skirt and reached for my genitals he also grabbed my head brought it towards his crotch."

During the analysis of that section the software said "high risk statement."  Ward said that means she is not  telling the truth about what happened.

"I don't think she is fabricating her meetings," said Ward.  But, she is fabricating what transpired."

Ward said nearly 70 law enforcement agencies nationwide use the voice software, including the Forsyth County Sheriff's Office.

Ward said the technology is a scientific measure that law enforcement use as a tool to tell when someone is lying and that it has a 95 percent success rate.

After listening to Cain's speech and analyzing it, Ward said there is no doubt, Cain is innocent.

"When he directly talks about the allegations against him there is no high risk," said Ward.  "It is low risk, which tells me he is being truthful in his conversations to the public."

Flat out awesome presentation. He answered every question like a man and addressed this directly. Also, he looked presidential up there, despite the content.

This was a better speech than anything I have seen Obama give, and he went totally without notes but for a brief moment.

A national radio advertisement for presidential candidate Herman Cain begins Tuesday on the Rush Limbaugh program ? and it?s aimed not only at Iowa but all 50 states, Cain?s aides said today.

?We are running a 50 state campaign, with the belief that every Republican voter in every state should have a say in the outcome of our party?s nominating process,? Mark Block, Cain?s chief of staff, said in a written statement today.

Steve Grubbs, Cain?s Iowa campaign chairman, said in the statement that Limbaugh?s show reaches the two biggest AM stations in Iowa.

?We believe this will support our renewed efforts to line up precinct captains in 1,500 locations across the state and help us raise the critical donations we need to fund our campaign effort,? Grubbs said.

A surge in donations for Cain put the campaign into a position to take Cain?s message to Republican primary voters nationally, Block said.

?Herman Cain recorded a message speaking directly to voters and we believe this will begin to solidify our support in all 50 states,? Block said.

The ad, which will continue into next week, promotes a new website called www.999MeansJobs.com.

For the first time in two months, Cain made a visit to Iowa this past weekend, for tailgating at two state college football games and a speech to conservatives at a forum hosted by a Christian policy organization. Since August, he has dedicated his time campaigning outside the first-in-the-nation caucus state.

I'm ready to officially support Romney. For once, debates will have an impact on my vote. I really have liked the way Romney has handled himself during these debates, especially facing tough questions. He's very smooth and can explain himself well. I think he will compare very well against Obama during their debates. Romney also seems like the best candidate to get the economy on its feet again and fix unemployment, housing, the deficit and repeal ObamaCare. I think he will also put Massachusetts, Michigan, Pennsylvania and maybe New Jersey into play.  I also think there is a great possiblity that Chris Christie will accept to run as his Veep.

I was a little worried about Perry calling Social Security a ponzi scheme, but look how it has Friedman tied up in knots. Maybe blunt langauge is the way to go to explain this issue.

Biden Says He's Not 'Second-Guessing' China's One-Child Rule



Vice President Biden is facing criticism after telling a crowd in China that he doesn't have a problem with the country's one-child policy.

The vice president addressed the policy while answering a question about the U.S. budget deficit at a university in Chengdu on Sunday. He was trying to explain how China has a looming entitlement crisis on its hands because its strict enforcement of the one-child-per-family rule has essentially eroded the "safety net" for seniors. Fewer children means fewer people earning money and supporting retirees.


But in explaining that concept, Biden appeared to condone China's policy.

"You have no safety net. Your policy has been one which I fully understand -- I'm not second-guessing -- of one child per family," Biden said, according to the official transcript of the event. "The result being that you're in a position where one wage earner will be taking care of four retired people. Not sustainable."

Conservative groups, and at least one GOP presidential candidate, slammed the vice president for the remark.

"Really, Mr. Vice President? You're not second-guessing a policy that has resulted in untold numbers of forced abortions, forced sterilizations, outrageous fines or even jail time for families that dare to defy the law, and a gender imbalance crisis?" the Susan B. Anthony List said on its blog.

Former Massachusetts Gov. Mitt Romney, a leading candidate for the Republican presidential nomination, called China's policy "gruesome and barbaric" and questioned how Biden could have given it a pass.

"Vice President Biden's acquiescence to such a policy should shock the conscience of every American. Instead of condoning the policy, Vice President Biden should have condemned it in the strongest possible terms," he said in a statement.

Penny Nance, CEO of Concerned Women for America, said in a written statement that Biden's comment "crosses the lines of ignorant and wrong."

But a spokesman for the vice president said in a statement later Tuesday that, ?The Obama Administration strongly opposes all aspects of China?s coercive birth limitation policies, including forced abortion and sterilization."

"The Vice President believes such practices are repugnant. He also pointed out, in China, that the policy is, as a practical matter, unsustainable. He was arguing against the One Child Policy to a Chinese audience," the spokesman added.

China introduced the policy three decades ago to help curb population growth. It does not apply to those in rural areas, but families living in cities can be subjected to stiff fines for breaking the rule. The policy has also resulted in families choosing to have male children more frequently than female children.

Is it possible he won't run again? I doubt even Obama's ego is so big as to run again with a 38% approval rating. He'd lose in a landslide.

Karl Rove said he believes Sarah Palin will enter the Republican presidential race sometime around Labor Day, reports Byron York.

Noting her new campaign-style video and upcoming Iowa appearance, Rove said Palin "has a schedule next week that looks like that of a candidate, not a celebrity."

He added: "This is her last chance. She either gets in or gets out. I think she gets in."
