There are a lot of Navy schools in San Diego now, so buying 45 square miles of San Diego suburbs should do the trick. Just add a fence and some barracks and school buildings.

The prison there is tougher to put anywhere else, everywhere else on the planet objects to the presence of those prisoners.

The Federal government has space for every prisoner in Guantanamo.

I don't think it will be returned soon, but it will be returned, and the alternatives to it will cost far less.

Several Guantanamo prisoners have already managed to kill themselves.
Our Federal prisoners have people just as dangerous or more so than Guantanamo.

We have maximum security prisons that  could be every but as safe as Guantanamo and a lot cheaper.
