Reduce the Pell?

Congress recently passed restrictions to offset a budget shortfall in the Pell grant program. The restrictions limited the number of semesters a student can receive Pell Grant funding, lowered the maximum income for Pell Grant eligibility and barred students who have yet to complete high school diplomas or GEDs.
