I would say that this is because the capitalists are in charge,and to have socialism on the way up and capitaism on the way down would result in a loss of money for them. They HATE to lose money.

There is fear and there is greed. Those are the main forces driving the market.

If they passed the bill, there is fear that it won't be enough, so people sell.

If it went down enough, then greed of those who hope to sell higher will buy and it will go up.

But it's not just fear and greed, it is the expectation of the fear and greed of others.

I wonder.

I am not sure this bailout should have been renamed "rescue" and given a coat of lipstick and pork to slide it through.

I am not sure that it is the right thing and if it is the right thing I am not sure it is enough.

I am only beginning to understand where the money is going to go.

What is a word that combines "Ambivalent" with "Apprehensive"?
