It appears the latter isn't the issue.  Much more likely that Obama and his handlers didn't think or even want to have to expend any political capital in one of the bluest states in the country.  Nor do they need yet another Obama arriving to save the day, and leave with yet another failure either, like what happened in Copehnagen, with the Olympics, & with New Jersey
