The Justice of the Peace can marry people in a civil ceremony. God does not have to be involved, and if he doesn't, then he really never has anything to do with any marriage.

That is a really boring comic. It is not funny, the story is vague, and despite being pretty well drawn, I can't see what it has to do with marriage at all.

That comic is especially good for players of Dungons and Dragons lots of inside jokes that relate to game play. The storyline is more than ten years running and if you didn't read the first year you really can't know what is going on.
As such it is a consistant winner of online popularity polls.

Recently the author asked his fans for help in a financial crunch, the response was a good downpayment on his new house.

I guess he doesn't claim God given talent.

I know nothing of Dungeons and Dragons. It is sort of like Mary Worth or Brenda Starr for D&D fans, I guess. if you find it amusing, that is fine. It is a matter of taste.

I have never heard of anyone called a "marriage commissioner". Country clerks, Justices of the Peace and sea captains are empowered to marry people who do not want a religious ceremony.
