What I'd like to know is, assuming the total spent on education annually is as stated,
     (a)  how much of that is really spent on education and how much on stuff like sexual abstinence classes, secondary
           virginity lessons, flag etiquette classes, etc. ; and
     (b)  what are the comparable annual spending totals on other areas like defence, public health, war on terror, etc. and how do the annual rates of increase compare?

Did you look at the supporting data? It's all there on the website. You can even download it as Excel worksheets to do your own analysis.

Previous years, too, to do yearly comparisons.

Did a little research and non-government-sourced stories on fed funding in education are hard to find.  Apparently that's since less than 10% of the money spent on education comes from federal sources.  (according to an April 2001 Washington Monthly article)  I wouldn't think the percentages have changed much since then.  So the federal government really isn't a major player.  Which is why the self-appointed title, "The Education President" has to be a bit of a con.  No surprises there, though - - as scams and cons go, this one is strictly small stuff for the Liar-in-Chief.

Well, everyone in the US knows that most funding for US public schools is raised locally.

Regardless, Bush's administration spent more on education funding than any previous President.
