Telling the truth would not work because you would be saying "come on and turn yourself in: we will incarcerate you for sure and deport you if we can: if you do not come in, we are far less likely to do this."

I like the outsmarting ciminal aspect.but this might backfire in a scarey way.
meaning it may undermine hostage negotiations and stuff
