I am one of those , I am more prone to envy than simple hate, for better disapline.

There's gotta be a happy medium. I am not in favour of fucking in the streets, but I'm not a fan of "discipline" either, if it's just another name for abstinence. Sex ed is a start but it has to go way past the mechanics of the sex act or acts and focus on key issues of self-respect and empathy. And, no, I don't think that can be left to the parents. They obviously don't all do such a great job.

Mark Twain pointed out that it is a lot easier for old folks to be abstinent than the young, and yet it was the old farts who wrote the rules.
The young were too busy getting busy to take part in the writing of the Commandment against lust, we can assume, and those who were not were too busy fantasizing about when it would finally be their turn to get some nookie.

None of the above. What you see is the government hobbled by the "ineffective" parents so that it can't do a good job of teaching the kids about responsible sex and a bunch of fundamentalist nut-cases pushing "abstinence" and "secondary virginity" BS having the opposite effect of what is intended. What is needed is a total divorce between Christianity and sex ed, for the simple reason that the Christians base their whole fucking religion around men who never touched women, and/or women who don't have sex with men, which is bound to have a sick and unhealthy effect on their whole concept of male-female dynamics, disqualifying them automatically from a realistic appraisal of acceptable sexual outlets.
Sex-ed should not only be made compulsory for all students, including the home-schooled, but it must be taught as a medical or mental-health issue with humanistic ethical input rather than as some kind of sectarian weirdness advancing the particularly bizarre Christian ideas on sexuality.
