Because when asked to account for his WMD by the UN, he accounted for them.

Except for those he didn't account for. And only after hemming, hawing, and stammering for a while.

An insignificant amount, considering the length of time accounted for, the number and variety of the weapons, the number of locations at which they were stored and the human error inherent in any record-keeping system.  There was no suggestion from any responsible UN officer that the accounting was in any way unsatisfactory.

He had no right to object to being forced to give an accounting?  Does the U.S.A. comply readily with every UN resolution?  Does Israel?

And I say that it was more than insignificant. Opinion versus opinion. And my opinion is better than yours.

You obviously don't understand the Middle East.  A negotiated agreement is but the first step of subsequent negotiations.  If you don't believe me, take a look in detail at how Israel "complied" with the terms of the Oslo Accords.

Saddam was never going to comply untill he started to beleive that he might really be attacked, it was pretty late then.
