Using his freedom from office, Charles Clarke argued yesterday in a Fabian Society lecture that “the old division of Europe or the US had little to offer. It must be Europe and the US co-operating. But for that to happen Europe has to step up to the plate when tough decisions are required.” Just look at the ambivalent results of the Nato summit over European troops in Afghanistan. British foreign policy post-Iraq will be as much about whether Europe can act together as relations with the US.
