If you shell a down town you will kill a lot of townsfolk with no colateral damnage at all , because the entire town is target.
=====================================
If your intent is to kill civilians, that is against the rules of war, and you should be tried before the World Court.

Only armed combatants are fair game.
Witness what happened to Milosovic, Radic and Charles Taylor.

You have to loose to see a trial like that.

If Assad looses , he should be happy to find himself on trial in a court that will let him present a defense.

Too likely he won't get any more trial than the citizens of Homms got from the artillery shells.

Perhaps he still hopes to win , his father put Homms to severe punishment and died years later of natural causes and with plenty of morners at a big funeral.

why don't these half-wits like Mubarak, Saddam, Khadaffi, and Assad
simply leave with their well hidden fortunes and live out their
lives of pleasure and luxury with their families in exile? There
is almost always a country that will take them and their wealth.
It would seem a life of luxury would be preferable to the way
many of these guys end up in shackles, beaten to death, or hanged.

They refuse to flee because they surround themselves with sycophants that tell them daily that they are the redeemers and defenders of the sacred motherland. Remember how long it took Nixon to finally decide to bail: he was also surrounded by a bunch of worshippers, and only when the head honchos of his own party came and told him that it was over did he resign.

I agree that Assad should start looking for a nice place to retire. I think that Burma is out, and who would enjoy Belarus? There is Turmenistan, if he has been kind to Syrian Turkmen. Lebanon would be ideal except for the instability and probable assassination difficulties. Paraguay just threw out President Lugo for attempting to fulfill his campaign promises, so perhaps they might find a place near Ciudad del Este that he might enjoy. Lots of Arab-speakers in the Departamento del Alto ParanĂ¡. It is a place where a guy could enjoy a schwarma and a nice hookah.

Yes, he still hopes to win.

Sometimes the guy in charge is a guy who got in charge by betting big and when it is time to cut and run he is lible to shoot for the moon instead.

Let's see if Syria learned from Iraq's grave mistake

Learned?

Yes, as in if they actually use said stockpiles of gas

Where do you suppose they got that stockpile of gas?

I have my speculation........notice their proximity to a certain previously Saddam ran country
