No, the Justice Dept had to throw a bone of some sort to the "black community" for failing to bring Officer Wilson up on any charges, when the facts actually supported his version of events completely, much to the dismay of retired socialist professors, who had already convicted him of some hate crime. So, they push a report citing how Blacks are cited for more crimes, compared to their percentage of the population, when what is likely occuring is that Blacks are being cited for more crimes, because they are comitting more crimes. So, the logical follow-up then is if there is an effort to decrease the repercussion of their actions, will they increase the amount of criminal activity, or will they not.
