True the blades are safe but i saw one these thing almost hit a powerline.

Do drones have enough power in them to start a fire?
I suppose they could cut or short out a power line, but how could a drone crash start a fire.

Reality is not a Chuck Norris movie. Not all crashes, nor even most, result in fires.

Was not thinking fires. My town has power outage due to birds so a drone is totally capable of causing blackouts

It would require a pretty large drone to take out a typical high tension line that could supply a town (these are pretty heavy cables) but I suppose it could happen if the drone operator were dedicated to making it happen.

   A poorly maintained lithium battery can burst and burn, this can happen also if it is shorted or discharged too rapidly. It would be a pretty hot fire not a really big fire.

    This might happen if a small drone was shot through its battery.

    If a drone were large enough to reach more than half way between the wire of high tension lines or bridge the gap between the wire and the tower, it could arc and short . This sort of arcing might cause very little damage, but if the drone totally bridged the short it would conduct enough to melt a wire in two.

Not that big , a crow shorted out one line near a transformer. We're talking pg&e so they take some blame for poor maintenance

Transmission lines are supposed to be insulated, but over the years, the Sun erodes the insulation. 
Birds perch on wires all the time, as anyone can see, and nothing happens. They would have to ground a live wire to cause a fire, I think.

  The high voltage lines that go between the tall towers are not insulated , the large gap between the wires is enough more than the reach of a spark that shorting is not likely.

   Few quad copters are big enough to span this gap, but there have been a few eagles who learned the hard way that in the right conditions bridging half the gap is enough.
