It was passed unanimously but Rick needs to be known for utter meanness.

  This is hard to understand.

   If it was passed unanimously , why shouldn't he expect an override of the veto?

I hope the do override it, but I bet they don't.
They want to look like they are for it, but do not want to pay for it.
