WASHINGTON (CNN) -- Democratic congressional candidate Christine Jennings officially contested her loss in the 13th Congressional District Monday -- shortly after the Florida Election Canvassing Commission declared her GOP opponent, Vern Buchanan, the winner.
The complaint alleges that touch-screen voting machines malfunctioned in Sarasota County -- a county she won by six percentage points -- and may have failed to report as many as 17,000 votes.
"The failure to include those votes constitutes a rejection of a number of legal votes sufficient to place in doubt, and likely change, the outcome of the election," the complaint notes.
Buchanan won the race by 369 votes.
