What kind of guy tells another guy what is and isn't necessacery , when it really isn't necessacery to do so?

There is a need to have more guns around , but they should mostly be concieled. A lot of crimes would become impractical if you couldn't depend on helpell victims being helpless.

So where is it most necessacery ?

Just about the same locations where it is most outlawed, Chicago being the most prime example. Years of having their responsible citizens disarmed has built up a remarkable crime rate. Please note that in Chicago the best efforts of the strictest  regulators have succeeded only in disarming the law abideing citizen, the lawbreaking citizen benefits from the fear of the government that the responsible citizen feels.
