Russia had the largest amount of resources that could be tapped by a single person. Slim has bribery and goon squads going for him. Slim learned how to dominate a market from the Americans,and then applied what he had learned to Mexico, where he managed to get away more easily with attaining a monopoly. Telefonos de Mexico, that as the landline monopoly was a horrible company that had bad service, bribery and extortion as its prime features.

A nation's success should not be judged by a headcount of the ripoff artists that it has produced. It is not like any of these billionaires works thousands of times harder than mere millionaires.

A talent for amassing a fortune is hardly the most complicated one that a person can have. Not the most useful in the long run scheme of things, either.
