This is an either/or question, isn't it?

Is their right natural or God-given? Which?

I'd say neither. And that doesn't matter, because neither Nature nor God is in charge of the legal aspect.
Those who are born here have a legal right to live here, as do those who have been legally admitted.

I don't think God or Nature get involved with this: when someone approaches the border, the one sure thing that does not happen is God booming in his best James Earl Jones voice "Come In!" or "Stay out!". Neither are earthquakes, tidal waves or volcanic forces likely to endorse or reject the admission or prevention of entry to any prospective immigrant. This means that God and Nature are silent on this issue.

But none of the requirements can forbid someone to try based on ethincity , class or race.

What sort of person ought be forbidden to become American?

Violent criminals ,I think we can agree, should have some reduction on their right to apply, but who elese? Violent Criminals earn their status.

I think that no accident of birth should amount to an insurmountable obsticle to becoming an American citizen.

Again, that is a citizenship issue, not immigration. Being here legally and being an American citizen are two very different things.

I'm still waiting on someone to point out the blind spots I keep being told I have. If they are so obvious to others, pointing them out should be easy.

  In order to conflate the two things , I posit that anyone qualified to become a citizen is also qualified to come here on a work visa even if he has no desire to become a citizen.

Undesireable is the same either way , but not all will want to stay.
